Dr. Burke Fred Partin of Raleigh, N. C. passed away on January 26, 2016 at UNC Memorial Hospital in Chapel Hill due to a progressive illness. He was a native and lifetime resident of Raleigh, N. C., where he was born June 14, 1942 to the late Burke Fred Partin, Sr. and Eloise Stallings Partin.

Fred graduated from Needham Broughton High School in Raleigh, N. C. in 1960, earned a bachelors degree from North Carolina State University, was commissioned and served as an officer in the US Army Reserves/ North Carolina National Guard. He received his MEd in School Psychology and his PhD degree in Counseling Psychology from the University of North Carolina at Chapel Hill. During his 30-year professional career, he worked as a school psychologist, director of psychological services, director of student services, school principal, legislative consultant and university professor, primarily in the triangle area. He served in professional associations as president of the North Carolina Association of Counselor Educators (NCACES), and was a founding member of the International School Psychology Association, in which he served as an officer for 25 years

Dr. Partin served for eight years as a member and one year as chairman of the Raleigh Arts Commission during the time the Raleigh Medal of Arts was first proposed and Artspace was under development. He also presided at the public hearings which preceded the formation of the Raleigh Arts Foundation.

Fred had a passion for life and it's experiences. He loved family, his work, people, learning, philosophy, creative ideas, politics, book collecting, spoken languages, traveling, sailing, flying, shooting sporting clays, astronomy, classical music and jazz, singing, playing piano, all art forms, collecting, cooking and heirloom plant gardening.

Fred considered Tabernacle Baptist Church his home church from the time of his youth and loved the memory of singing there growing up and later participating in the "Living Christmas Tree" musical presentations performed there during the years the church was located in it's old downtown Raleigh site across from Moore Square.

Fred is survived by his mother, Eloise Partin (age 102), his wife of 48 years, Jean Partin, and his daughter, Kelli Partin, all of Raleigh.

The family wishes to thank Dr. Brooks Wilkins, Dr. Depak Pasi, the many amazing doctors and nurses at Rex Hospital and UNC Memorial Hospital, other specialists who cared for Fred, Art Rijkse (Director of Independence Village), Lyn and Heather (Home Choice Health Care), Eddie Lane (Apria Medical Supply), all caregivers, particularly Jane and Tracy, who provided outstanding service and loving support to Fred and his mother during the time of Fred's illness, and the many friends and neighbors who have helped and supported Fred, Jean and Kelli through this difficult time.

Visitation will be held at 1 p.m. February 2, 2016 at Montlawn Funeral Home, 2911 South Wilmington Street, Raleigh, N. C. A memorial service will held at 2 p.m. that day in the funeral home chapel, officiated by Reverend Dane Hadley of Tabernacle Baptist Church, followed by burial at Montlawn Cemetery .
